Somalia’s Political Pulse: FPS Quarterly. July, 2025

Overview

The socio-political landscape of Somalia during the second quarter of 2025 presents a complex interplay of progress and challenges. Key advancements in national priorities are noteworthy; however, these gains are overshadowed by lingering uncertainties within the political arena.

As Somalia approaches pivotal elections scheduled for 2026, it becomes increasingly imperative to assess how these developments may influence the country’s governance, security, and overall trajectory.

The landscape is characterized by both significant achievements and critical concerns that highlight the need for sustained dialogue and engagement among political stakeholders, as the nation navigates this crucial juncture in its history.

Political Landscape and Upcoming Elections

While there have been reported progress in sectors including security, development, and governance, Somalia’s political climate remains fraught with uncertainty.

The next federal elections are scheduled for May 2026, and discussions around legitimacy and governance of state administrations continue to cloud the electoral process. With the exception of Puntland, whose state elections are set for January, 08 2029, no federal member state leader has legitimacy to govern their constituency, let alone co-decide on national elections.

Formation of the National Salvation Forum

A significant development in June was the establishment of the National Salvation Forum, which unites a number of former Prime Ministers, Speakers, and other notable politicians in Somalia. This coalition signals a vital demand for a cohesive national opposition voice.

Historical context reminds us that a similar coalition played a crucial role in the peaceful ousting of former President Farmaajo just over three years ago, highlighting the potential for united opposition to influence the current political climate.

National Consultation Conference

From June 16-19, the government convened a National Consultation Conference, inviting registered political associations and some former federal and state officials. This gathering served as a constructive platform for dialogue and the exchange of ideas, reflecting a positive step towards enhancing political engagement and collaboration.

The June 25 Meeting of Key Political Leaders

On June 25, a meeting was held between President Hassan Sheikh Mohamud and members of the National Salvation Forum, who had previously abstained from the National Consultation Conference. This meeting is yet another positive sign as it indicates a willingness to foster dialogue among various political factions within Somalia.

The participants agreed to reconvene on July 3, which highlights that negotiation remains a priority as the country moves forward.

Puntland and Jubaland Response

Elsewhere, tensions remained visible as the leadership of Puntland and Jubaland (as of this writing, the federal government does not recognize the Jubaland president as legitimate), who had a two-day meeting in Garowe, the capital city of Puntland, issued a joint statement that dismissed much of the federal administration’s efforts to advance constitutional review and preparations for upcoming elections.

This response is emblematic of the fractured political landscape, further complicating the prospects for consensus and collaborative governance.

Looking Forward

With July 13 looming, the political trajectory of Somalia will become increasingly clearer. The outcome of ongoing discussions and negotiations will significantly shape the nation’s pathway as it approaches a critical electoral period. Stakeholders remain vigilant, as the developments in the following weeks may have lasting implications for governance, stability, and the legitimacy of elected officials.

Conclusion

In light of the ongoing developments in Somalia, the upcoming months are critical for the political landscape. A sustained commitment to constructive dialogue and the exploration of sustainable solutions will be essential in addressing the complexities inherent in Somalia’s governance framework. Engaging with key stakeholders and fostering collaboration will be vital for navigating the challenges ahead and ensuring stability and progress as the nation approaches significant electoral milestones.
