Today, Ismail Omar Guelleh, the President of Djibouti, holds more sway over the stability of the Horn of Africa region than any other leader in the neighborhood. This influence is the result of history, geography, ethnic make-up, relations and dynamics, and various multifaceted connections as well as strategic alliances he has personally cultivated over the years:
